If you walk 10 minutes south of Fushimi on Fushimi dori, you'll soon get to the Osu-kannon temple district. On the left beyond the main temple is the Osu Shopping Arcade, a little bit on the dilapidated side, but full of small shops and eateries with a mix of unusual items about.
Fushimi is a business area, and after work the Japanese are well known to enjoy a few beers, thus there are a good number of drink places and eateries around the station.
